Step 1. Download the macOS Catalina From App STore

sudo /Applications/Install\ macOS\ Catalina.app/Contents/Resources/createinstallmedia --volume /Volumes/Catalina --nointeraction

hdiutil detach /volumes/Install\ macOS\ Catalina\
